Procedure -- How Does It Work


Stephen R. Jaffe has been practicing law in California for over 50 years and is the founder of The Jaffe Law Firm, based in San Francisco. His practice focuses on plaintiff-side employment law representing individuals and qui tam cases under the federal and state False Claims Acts.

Stephen has appeared in courts throughout California and the US, including all of the federal district courts in California and multiple out-of-state federal districts and state courts, as well as mediations, arbitrations and appeals. Notable among his Ninth Circuit cases are Muniz v. UPS, 738 F. 3d 214. (9th Cir. 2013) [attorney fees], Chadam v Palo Alto Unified School District, 760 F.3d 982, 985 (9th Cir. 2014) [discrimination under the ADA against a carrier of a genetic marker] and US ex rel. Rose v Stephens Institute dba Academy of Art University 901 F.3rd 1124 (9th Cir. 2018 (en banc rehearing and cert. denied) [issues of implied certification and materiality under the False Claims Act]. 

Stephen is listed as a Northern California Superlawyer, rated AV/ Preeminent by Martindale-Hubbell and is rated 10.0 out of 10 by Avvo. He is a Board member of the Jewish Bar Association of San Francisco, is the National Legal Counsel of the American Federation of Aviculture and a member of the California Employment Lawyers Association, the Federal Bar Association Qui Tam Section, and Taxpayers Against Fraud.


Stephen is a fervent advocate for the severely mentally ill and their families. He also advocates for animal rights and does pro bono legal services for the Animal Legal Defense Fund. He is active in politics. He was the President of the South Beach District Six Democratic Club of San Francisco and the President of the Democrats of the Desert on the Coachella Valley. In 2018, Stephen ran for the U.S. Congress in California’s 12th District. He lives with his wife, his dog and five parrots.
